Vera El Khoury Lacoeuilhe is a diplomat and a lecturer. She is Deputy Permanent Delegate for Saint-Lucia to UNESCO. She was Lebanon’s candidate to the post of Director General of UNESCO.
Her broad knowledge of the design and structure of international organizations gives Vera El Khoury Lacoeuilhe international level recognition as an authority on the UN System. She has played a lead role in elaborating the most important UNESCO legal instruments, mainly in the negotiations and the drafting of all Declarations, Recommendations and Conventions adopted by the Organization over the past 20 years. She recently presided the Intergovernmental meeting of Experts that negotiated the UNESCO Open Science Recommendation.
She is also a lecturer on international law at Paris I Panthéon-Sorbonne University since 2013 and at Sciences Po Paris since 2018.
